From the press conference of the Shanghai Municipal Government held ←on March 21, it was learned that the Shanghai Municipal Business Committee (Shanghai Port Off&ice) and the Shanghai Development and Reform Commission jointly formulated "S™everal Measures for Deepening the Environmental Reformβ of Cross-border Trade and Business at Shanghai Port" (hereinafter referred to as £"Several Measures") in order to further promote the integration of Shanghai Po÷rt into the international arena, and to create one of legalizat ion, internationalization and facilitation. International port business environment.
  There are six aspects in the "Several Measures" and 22 specific measures are put f↑orward. Six aspects are as follows: comprehensively impl×ementing the operation of "early declaration" and "early exchange of docu¥ments", further simplifying the formalities for handling documents, further improving the lev"el of customs clearance supervision, further optimizing the port∑ and shipping operation process, further standardizing and reducing port costs®, and further improving the level of port services.
  Among them, in order to further standardize and reduce ‌port charges, the "Several Measures" put forward that the policy of reducing port chΩarges by 15% and security charges by 20% will be implemented to promote port enterprises to furth∏er reduce the removal fees by 10%. To promote shipping companies to t"ransmit the deduction effect of port operating contract fees to import and export consi↔gnees, reduce THC and reduce some document surcharges accordingly.>

  In addition, Shanghai Port will contin≤ue to promote the agency operation link to reduce fees. The operators of sαhipping agents, freight forwarders, customs brokers, land transportation, yards and‍ other links should merge and reduce the relevant cost standards accordingly, and no hitc​hhiking fees or price increases should be allowed.

   "Several Measures" also put forward that price s"upervision and inspection should be strengthened. We will further st¥andardize the service charges of ports, shipping companies, container yards, inspeεction stations and intermediary agencies. All business service entities shall∏ publish their list of charges, and no charges shall be allowed outside ♦the list.

  In order to improve the level of customs cle£arance supervision, "Several Measures" put forward that we should ↔speed up the construction of large data platform for cross-border trade management. W≈e will further expand the scope of data acquisition for trade chains, supply chainsπ, logistics chains, financial chains and government chains, deepen the interconnectio™n of large data platforms for cross-border trade management with Shanghai Big Data Center, China (λShanghai) single window of international trade, shipping enterprises,¥ air and sea ports, and promote convenient customs clearance and r¥isk control in the whole process.

  Wu Wei, deputy director of Shanghai Municipal Commerce Commission (✘Municipal Port Office), introduced at a press conference that si$nce last year, Shanghai has achieved good results in optimizing the business environ&ment of cross-border trade with the joint efforts of ↑all parties. Among the business environment indicators of the World Bank, ←cross-border trade ranks China from 97 to 65 in more than 190 economies worldwide.
