Joint issuance of opinions by multiple departments to prom×ote high-quality development of logistics, smooth operation of the who™le chain and strong domestic market

Recently, the National Development and Reform Commission and the Mi±nistry of Transportation jointly issued the Opinions on Promoting High-quality Logistics Developγment and Forming a Strong Domestic Market (referred to as "Opinions"), aiming a‍t consolidating the achievements of cost reduction and  efficiency enhancement of logistics enterprises, enha↑ncing the efficiency and efficiency level of the industry, smoothing the operation of th≥e whole logistics chain, and accelerating the promotion of regi®onal economy and the nation.   In the construction of a high quality logistics infrastructure network system§, the opinions put forward that, with the implementation of major strategies such as the "one be↓lt and one way" construction, some cities with mature basic δconditions will be selected to start the first batch of 15 national logistics hub layout ←projects. We will guide all kinds of social capital to increase investment in transit stations "and "landless" handling facilities for different modes of transport, such as railways, molten ir©on, air and land. Promote the introduction of railway dedicated lines  into qualified logistics parks and support the entry of railway dedicated lines int<o wharfs. We will implement special actions for efficien☆t distribution in urban and rural areas, and the "Post in the Country" project, and u&pgrade the "Express to the Countryside" project. Encourage and guide the public information platf✔orm of urban joint distribution to strengthen the effective connection ☆with the national transportation and logistics public i'nformation platform.

  “The Opinion” proposes to strengthen the constrπuction of national logistics hub of production service type and increase the operation o>f "point-to-point" direct freight trains for large factorie$s, mines and manufacturing bases. We will accelerate the development of air cargo₩ services for high value-added manufacturing industries and intensify the operation of "truck flig'hts". Strengthen cooperation between postal, express logistics and the origi§n of special agricultural products, and smooth the "upstream" channel of agricultur™al products.

  According to “The Opinion”, multi-departments will strive to enhance th e endogenous power of high-quality logistics development. E®ncourage and support the development of advanced logistics organization modes such ₩as shared logistics mode, joint distribution and centr≈alized distribution. Accelerate the popularization and a•pplication of digital terminal equipment, realize the standardization of log©istics information collection, electronic processing and interactive automati☆on. Research and formulate unified multimodal transport service rules, speed up the c<onstruction of multimodal transport public information platform, promote the™ effective matching of cargo resources with public rail, water, ←air and other transport resources, and reduce the empty driving rate of vehicles, ships an§d other means of transport. Taking green logisticsβ as a breakthrough point, we should implement the greening and reduction of goods packagiδng and logistics equipment. Through existing policies and measures, we will accelerate the eαlimination of non-standard freight vehicles in stock and encourage the application of standard va←n freight vehicles such as intermediate axle-box trucks. We will encourage and support th>e development of public "trailer pools" and other sharing modes, as well as the development ofπ drop-and-drop transport, and encourage enterprises to use i ntegrated technology such as intelligent pallets.

  Reducing the cost of vehicle traffic and port logistics is one of the key points. The O₽pinions put forward that differential tolls on expres®sways should be promoted in an all-round way, and preferential po→licies such as ETC non-cash payment for trucks should be improved. We will gradually abolish ↓provincial toll stations on expressways, reduce the fees for© water transportation through sluices, further clean up port charges and ​rationally reduce the fee standards.
